Land records: While corruption is one of the most serious problems plaguing the country’s economy, the revenue department is considered to be at the center of this issue. The Indian government and the state governments have come up with several steps to curb corruption. One of the biggest moves that seem to be working wonders in this regard is the plan to digitalize land records.
Land Record Modernization Program (Digital India)
In 2008, the government of India initiated the Digital India Land Record Modernisation
Program (DILRMP). The program was aimed at ensuring better maintenance of land
records & improve transparency. Land records were computerized, maps were
digitalized, surveys were conducted, and modern record rooms were established as a
part of this program.
Bhoomi: A boon to the Digital India campaign
Since the program’s inception, Karnataka has been at the forefront. It is the first state
to use the Bhoomi project to digitalize all of its land records. Bhoomi is an online
platform for issuing RTCs (Record to Rights, Tenancy, and Crops), also known as
pahani. Bhoomi also has information on Mutation Extract, Mutation Status, and Tippani
that can be downloaded.
Easy steps to obtain your land records online
Step 1: Log in to www.landrecords.karnataka.gov.in
Step 2: Under the projects tab, click on ‘Bhoomi’
Step 3: Click on ‘Citizen Services’
Step 4: Click on ‘iRTC’
Step 5: Enter your personal details
(First name, last name, mobile number, valid email ID, and Aadhaar number)
Step 6: Enter land details
(Village, hobli, taluk, district, survey number, surnoc, hissa number, and validity period of RTC)
Step 7: Click on ‘view RTC’ or ‘Pay & Download’ option
Step 8: Pay via your debit card/ credit card/internet banking
Step 9: Download the PDF format and take a print out
Other than Bhoomi, the revenue department has designed a number of other projects
for the benefit of people. Some of them are Crop Loan Waiver System, the Name
match algorithm, Parihara, and the Dishaank app.
Lands will be digitally linked by the GoK.
A drone-based survey that will be conducted across several districts is one of the key
upcoming projects of the Karnataka government. In this regard, the Gok has signed an
agreement with the Survey of India. It is a one-of-a-kind exercise that the state
government has undertaken at a cost of Rs 125 crore.
The aim of the project is to update the RTC or pahani and digitally connect the lands,
i.e. geo-reference them. The project’s first phase is planned to be finished in two
years. Phase 1 will cover Bengaluru, Ramanagara, Belagavi, Tumakuru, Hassan, and
Uttara Kannada districts.
There are several other initiatives. Even the government is willing to help the common
man ease his ordeal by allowing him to obtain his land record information with just a
